This is actually written down in the mod manual. 2) The new version of gigastructures has the option to disable the influence cost. 3) There are several mods for automatic pop migration. WebThe problem persisted after I removed Gigastructures, but it cleared itself up while I was trying to figure out which mod was actually at fault. Since I hadn't actually done anything yet, my best guess is that I had an out-of-date mod in my playlist and didn't realize it...but I'll add Gigastructures back in on my next game, and see if it recurs.
